Edward J. Luarca is a seasoned security professional and entrepreneur with over three decades of experience in policing and private security. As a retired law enforcement officer with a distinguished career, and a military veteran of the United States Coast Guard, he brings a disciplined, mission-driven approach to security, grounded in real-world experience and a deep understanding of risk management.

He serves as President of Citadel Safe Rooms Inc., leading the development of advanced residential security and fortified safe room solutions tailored to high-net-worth individuals and organizations, with an emphasis on discretion, resilience, and real-world application.

Mr. Luarca is also Vice President of Foley Protection Agency Inc., where he contributes to executive protection, risk mitigation, and comprehensive security strategies designed to address complex and evolving threat environments.

Kieron Foley brings over four decades of expertise in law enforcement, private security, and risk management. Following a distinguished career with the Beverly Hills Police Department, he transitioned into the private sector, where he founded Estate Security Services, Inc., delivering discreet, high-level protection solutions to individuals, corporations, and high-profile clientele.
 
After successfully exiting the company in 2024, he established Foley Protection Agency Inc., where he serves as President, providing tailored security strategies for high-net-worth individuals and organizations. 
 
His approach integrates executive protection, residential security, and risk mitigation into seamless, comprehensive solutions designed to meet the evolving demands of today’s threat landscape. Backed by deep knowledge of physical security systems—including access control, surveillance, perimeter hardening, and strategic security lighting—he delivers layered protection strategies that not only respond to threats, but actively deters and prevents them.
